PS: You should be familiar with installing/reinstalling the OS. A beta product is not guaranteed to be stable.

Well the offer is currently only in US and Canada , because there is where support is available. Microsoft is providing limited support to the Beta now and that is only available to customers of USA and Canada. If you dont need that support, (I think) you can be from any part of the world and still enjoy the beta.
